If servers are classified as electronic waste (such as scrapped equipment), they can only be dismantled with an approval from the Environmental Protection Department for electronic waste disposal license; otherwise, it may constitute illegal disposal of hazardous waste. Disposing of electrical waste without obtaining a license, or importing or exporting electrical waste without a license, the first offense can result in a fine of 200,000 Hong Kong dollars and a six-month imprisonment. 

Furthermore, the operation of waste disposal must meet all the limits and standards stipulated in the "Air Pollution Control Ordinance", "Water Pollution Control Ordinance" and "Noise Control Ordinance". The emissions generated during the disposal process must not endanger public health or cause environmental pollution. 

In terms of import and export control, starting from January 1, 2025, any electrical and electronic waste must obtain a permit from the Environmental Protection Department before being imported or exported to Hong Kong. All equipment such as waste hard disks and other devices fall under the category of regulated electrical and electronic waste and require a prior permit to be imported or exported to Hong Kong. 3. Data Security Destruction

According to the professional guidelines of the Hong Kong Information Security Network, simple "deletion" or "formatting" commands do not truly destroy data; data can still be recovered using common software tools. For storage media containing highly sensitive data, physical destruction methods must be adopted, including using incineration or crushing as physical destruction methods. 

The specific method of destruction will depend on the type of equipment and the level of confidentiality: 

· Mechanical Hard Disk (HDD): The magnetic storage layer can be completely destroyed using professional demagnetization equipment (with a magnetic field strength of no less than 15,000 Gauss), or the hard disk can be crushed into a compliant particle size using an industrial crusher (the standard is below 20mm, and for high security levels, it can reach 2mm), ensuring that the data cannot be recovered. 

· Solid State Drive (SSD): The structure of SSD is different from HDD. There are no magnetic areas that can be damaged. It needs to be overwritten multiple times through professional data destruction software, or the storage chips can be disassembled and physically crushed into micrometer-sized particles. 

· Classified storage media: For media used to store highly sensitive information, in addition to using methods such as erasure or demagnetization to delete the content, it is also recommended to physically destroy the media before discarding it. 

The entire destruction process must be recorded with video footage, detailing information such as the destruction time, equipment number, and operators. A complete data destruction archive will be formed. The destruction process is carried out in a closed environment. Key steps, such as data overwrite or physical shredding, require double-checking by two people, and the entire process is monitored by video cameras. 

4. Environmental Disassembly and Resource Recycling 

After the data destruction is completed, the equipment enters the environmental treatment stage. The wastewater generated during the extraction process needs to undergo treatment procedures such as neutralization, sedimentation and filtration before it can be discharged after meeting the standards. 

· Plastic components: After being crushed, cleaned and ground into granules, they are transformed into recycled plastic particles; 

· Hazardous waste: including lithium batteries, lead-containing circuit boards, etc. It is entrusted to an institution holding the Hong Kong Environmental Protection Department's hazardous waste disposal license for professional disposal. 

5. Document Issuance and Closed-loop Management 

After the processing is completed, the contractor will issue a formal disposal certificate to the enterprise, including a hard drive destruction certificate (Certificate of Destruction) and an environmental protection recycling certificate (Certificate of Recycling). The content of the certificate should cover core information such as the list of equipment serial numbers, destruction method, and disposal time, and it should have legal effect, which can be used for internal audits of the enterprise and verification by regulatory authorities.
