Environmental destruction of re-exported bonded materials after leaving the port - Complete process (standard 7 steps)
Step 1: Material inventory, classification, and data preparation (preliminary preparations)
The enterprise first conducts inventory, weighing and photography of the bonded materials, and then categorizes and files them by types such as electronic materials, metal materials, defective products, obsolete materials, and hazardous waste, establishing a material ledger.
Prepare all the customs declaration documents simultaneously:
• Original import customs declaration form, packing list, invoice
Processing trade manual/electronic account information
Return and Destruction Application Report (Indicate the reason: defective, expired, obsolete, model discontinued, project terminated, etc.)
Cooperation Agreement with the Hong Kong Environmental Protection Destruction Company
• Product photos, detailed list, proof of quality abnormalities
Objective: To ensure that the subsequent customs declaration forms, goods and documents are consistent, and to avoid failing the inspection.
Step 2: Submit the application for return and destruction to the local customs for approval
Enterprises or agents submit applications to the competent customs through the single window for international trade:
Fill out the "Declaration Form for Destruction and Disposal of Processing Trade Goods"
• Regulatory declaration method: Material destruction (0200) or Returned goods (4561)
The customs will review the documents, check the account books, and, if necessary, conduct on-site inspections of the goods. After approval, they will issue the exit clearance document for the zone and allow the goods to be returned and re-exported.
Key point: The goods in bonded storage are subject to full-scale customs supervision throughout the process. Without approval, they cannot be transported abroad or destroyed without authorization.
Step 3: Loading the vehicle, customs clearance, and cross-border transportation
Under the supervision of the customs, the goods are loaded onto the vehicle, weighed, and photographed for record keeping.
2. The customs authorities affix electronic seals or lead seals to the vehicles.
3. Transported by a logistics company with cross-border qualifications between China and Hong Kong, using customs-supervised vehicles;
4. Full GPS tracking throughout the process to ensure that the goods are not swapped, not leaked out, and not lost.
The transportation method is usually by land (through Huanggang, Lok Ma Chau, and Shenzhen Bay ports), which is suitable for most bonded waste materials.
Step 4: Clearance, inspection and warehousing at the Hong Kong port
After the goods arrive at the Hong Kong port:
The Hong Kong Destruction Company made an application to the Hong Kong Environmental Protection Department.
2. The customs office and the environmental protection agency verify the names, quantities and weights of the goods.
3. After verification, the goods will be released. They will be temporarily stored in a licensed destruction warehouse approved by the Hong Kong Environmental Protection Department.
4. Hazardous waste and electronic materials should be stored separately to prevent cross-contamination.
Step 5: On-site Environmental Destruction in Hong Kong (Core Process)
Carried out by the licensed destruction institutions of the Hong Kong Environmental Protection Department, with full video and photo recording, as well as third-party supervision, to ensure irreversible, non-leakage and traceability:
• Electronic components (PCB, chips, motherboards): Professional disassembly, precious metal recovery, harmless destruction
• Metal materials: Compression, melting, recycling
• Defective products, obsolete materials: Crushing, incineration, and solidification treatment
• Classified IT equipment (hard drives, servers): Physical destruction, demagnetization, complete data erasure
The entire destruction process will be recorded. Video and photo materials should be retained for at least three years.
Step 6: Issue a complete set of destruction certificates
After the destruction was completed, the Hong Kong environmental protection company issued an official document:
The "Disposal Report" recognized by the Environmental Protection Department of Hong Kong
Photos and video discs before and after destruction
Weight confirmation form, disposal certificate
• Waste Disposal Receipt (if any)
These documents are the core evidences for enterprises' customs clearance verification, financial accounting, and compliance record-keeping.
Step 7: Return the documents and have the mainland customs complete the clearance and close the case.
The enterprise submitted the Hong Kong destruction certificates, customs declaration forms and return shipment materials to the mainland customs at the same time.
The customs checks the quantity of returned goods against the quantity of destroyed goods.
2. Cancel the processing trade manual/electronic account book;
3. Complete the closed-loop management of bonded materials and officially close the case.
At this point, the entire process of environmentally destroying the re-exported bonded materials has been completed. The enterprise has no remaining risks, no legal hazards, and has fully complied with all regulations.
