According to the "Product Environmental Responsibility Ordinance" (Chapter 603) and the optimized waste electrical producer responsibility scheme requirements, it is urgent to establish an environmental destruction system that complies with the Hong Kong legal framework and is compatible with local disposal capabilities, and to standardize the entire chain management process.
(2) Core Objectives
Based on the principles of "compliant disposal, resource recycling, and zero pollution", a full-chain environmental destruction mechanism covering collection, transportation, dismantling, and regeneration should be established. Achieve a standardized recovery coverage rate of regulated electrical appliances of ≥ 95%, a resource utilization rate of ≥ 85%, and a 100% harmless disposal rate for hazardous and harmful substances; relying on existing facilities such as WEEEPARK, establish a traceable supervision system, implement the "polluter pays" principle, and encourage producers, consumers, and disposal institutions to jointly assume environmental responsibilities, thereby promoting the development of Hong Kong's circular economy.

(1) Construction of a Classification Recycling System

Establishment of a Multi-level Recycling Network: Integrate the "community fixed recycling points + smart recycling cabinets in shopping malls + enterprise fixed recycling + online reservation platform" four-level network. Add recycling terminals in residential areas, office buildings, and electronic product concentrated business districts, and provide free recycling services. Sales merchants shall undertake the obligation of disposing old products. When consumers purchase new regulated electrical appliances, they can request free disposal of similar waste products.
2. Standardized Recycling Management Process: Establish electronic product classification standards, implement special identification and separate recycling for products containing mercury and precious metals; establish recycling ledgers and "recycling - transfer - disposal" record sheets to record product models, production volumes, transportation routes, disposal destinations, etc., ensuring full traceability throughout the process.
3. Source Reduction Guidance: Promote green design and modular production of electronic products to enhance their disassemblability and recyclability; conduct public education activities to advocate rational consumption and extend product lifespans, reducing unnecessary waste.
(2) Environmental Destruction and Resourceization Process
1. Compliance Transportation Control: Transporting enterprises must obtain relevant qualifications, use sealed vehicles, and be equipped with leak-proof and spill-proof facilities. Transport must be carried out in accordance with designated routes across regions. Real-time GPS tracking must be recorded to ensure that waste does not flow into non-regular channels.
2. Green Dismantling and Disposal: Relying on the advanced equipment and technology of WEEEPARK, adopt automated and intelligent dismantling processes to achieve precise sorting and efficient separation. For products containing refrigerants such as air conditioners and refrigerators, prioritize the recovery of refrigerants before dismantling; for special components such as display screens and circuit boards, adopt low-temperature dismantling and non-destructive separation technologies to reduce energy consumption and secondary pollution.
3. Resource Utilization and Harmless Disposal: Extract precious metals such as gold, silver, and copper through wet and fire metallurgical processes, and use plastic recycling techniques to produce recycled particles for plastic product processing; for non-recyclable hazardous waste, adopt solidification/stabilization technology for treatment and safe landfilling, and through thermal decomposition and gasification technology, recover heat energy from organic waste, achieving maximum resource utilization. All disposal processes must comply with waste disposal license requirements and be equipped with dust and exhaust gas purification equipment to strictly control pollutant emissions.

Policy and technical guarantees: Implement tax incentives and special funds support, encourage enterprises to upgrade dismantling equipment and develop recycling technologies; leveraging the technical advantages of WEEE PARK, promote advanced processes such as automated dismantling and precise separation, and improve resource utilization efficiency.
3. Emergency response mechanism: Develop emergency response plans for incidents such as leakage of hazardous substances and fires, and equip with professional emergency equipment and personnel; conduct regular emergency drills to ensure rapid response in case of emergencies, reducing environmental risks.
III. Implementation Steps
1. Startup phase (1-3 months): Complete the optimization of the recycling network layout, add a number of recycling terminals; build a digital supervision platform, improve classification standards and ledger systems; conduct industry training and public awareness campaigns.
2. Promotion phase (4-12 months): Fully implement the registration form system and transportation trajectory monitoring, achieve full coverage of regulated electrical recycling; optimize the WEEE PARK dismantling capacity configuration, enhance the application level of resource utilization technologies; establish an enterprise credit evaluation system.
3. Consolidation phase (long-term): Regularly carry out supervision and public education, dynamically adjust the recycling network and technical standards based on implementation results; explore environmental destruction models for extended categories such as used batteries and industrial electronic waste, expand the coverage of the plan.
