Gold-plated waste recycling in Hong Kong: Current situation, process and challenges

In the context of global resource recycling and environmental protection, the handling of gold-plated waste has become a key issue. As a major international trade and manufacturing hub, Hong Kong plays a unique role in the handling of gold-plated waste, and the de-port processing model has attracted much attention.

Source and characteristics of gold-plated waste

Gold-plated waste has a wide range of sources. In the electronics manufacturing industry, during the production of circuit boards and electronic components, a large amount of gold-plated waste is generated. For example, chip pins and connectors, to enhance conductivity and corrosion resistance, are often plated with gold. Defective products and leftover materials during production become gold-plated waste. With the development of technologies such as 5G and artificial intelligence, the production of electronic products is accelerating, and the output of such waste is continuously increasing. According to relevant statistics, the annual output of gold-plated waste from the electronics manufacturing industry alone amounts to tens of thousands of tons, and it shows a trend of increasing year by year.

The electroplating industry is also an important source. In electroplating processing of hardware accessories and decorative items, the gold-plating process is widely used. Cleaning of electroplating tanks, rework of products, and scrapping all generate gold-plated waste. Although the gold content in these wastes is relatively low, the total amount is considerable, and they contain metals such as copper, nickel, chromium, and harmful substances such as cyanide. If not handled properly, it not only causes waste of resources but also causes severe pollution to soil, water sources, and air, threatening the environment and human health.

From the perspective of characteristics, gold-plated waste has gold attached in a metal state to other base materials, with significant variations in content, ranging from trace amounts to higher proportions. Its forms are diverse, including solid blocks, sheets, powders, and liquid forms, such as gold-plated waste liquid generated during electroplating processes. The gold content in these wastes is relatively low, but the total amount is considerable, and they contain metals such as copper, nickel, chromium, and harmful substances such as cyanide. If not handled properly, it not only causes waste of resources but also poses serious pollution to soil, water sources, and air, threatening the environment and human health.

The de-port processing process is complex and involves multiple steps and departments. After an enterprise decides to de-port process the gold-plated waste, it needs to prepare detailed customs declaration materials, including the source, composition, quantity, value, and reasons for the return, and submit a customs declaration application to the local customs. The customs will strictly review the declaration materials in accordance with regulations such as the "Measures for the Administration of the Return of Import and Export Goods of the People's Republic of China", verifying whether the waste meets the conditions for return, such as whether the waste is a prohibited or restricted item for return, whether the declared information is accurate, etc. After approval, the customs will arrange for the verification of the weight of the goods, prepare a packing list, and require the enterprise to prepare an import manual or import contract, and check the time limit of the contract manual to ensure that the return is completed within the time limit.

After the customs declaration procedures are completed, port vehicles are arranged for transportation. Before loading, prepare port vehicle materials to ensure that the vehicles meet the requirements for transporting dangerous goods. During the loading process, operate strictly according to the characteristics of the waste and packaging requirements, such as for gold-plated waste containing hazardous substances like cyanide, use special anti-leakage and anti-corrosion packaging. During the port crossing, cooperate with customs inspection, truthfully provide relevant information and documents, and the customs will inspect the goods to ensure that they are consistent with the declaration materials and prevent the smuggling of other prohibited items.

After the waste arrives in Hong Kong, it enters the professional processing stage. There are several qualified environmental protection companies and recycling enterprises in Hong Kong responsible for processing. These enterprises receive the waste and first carefully verify the type and quantity of the waste to ensure that it is consistent with the transportation documents. Then, they formulate personalized processing plans based on the characteristics of the waste. For solid gold-plated waste, first perform physical pre-treatment, such as crushing, screening, and magnetic separation, to remove non-metallic impurities like plastics and ceramics, and concentrate the metal components. Then, use chemical leaching methods, using cyanide solutions, aqua regia, etc., to selectively dissolve gold and other precious metals, and then extract the metals from the solution through displacement, electrolysis, etc. For example, when using cyanide solution to dissolve gold, strict control of reaction conditions and cyanide dosage is required to ensure that gold is fully dissolved while preventing cyanide leakage from causing environmental pollution.

For the gold-plated waste liquid, methods such as chemical precipitation, ion exchange, and electrolysis are adopted for treatment. For example, in the chemical precipitation method, by adding a precipitant, the heavy metal ions in the waste liquid can form a precipitate and be separated; in the ion exchange method, using ion exchange resins, the metal ions in the waste liquid can be adsorbed to achieve purification and metal recovery; in the electrolysis method, through electrolysis, the metal ions can be precipitated on the electrodes to achieve the purpose of recovery. During the treatment process, the wastewater, exhaust gas, and waste residue generated need to undergo strict purification and solidification treatment to ensure compliance with the emission standards of the Hong Kong Environmental Protection Agency and prevent secondary pollution.

Current Industry Development Status and Challenges

At present, Hong Kong has formed a relatively mature industrial chain in the treatment of gold-plated waste materials, from waste collection, transportation, treatment to resource recycling and utilization. Each link is participated by professional enterprises. Some enterprises have introduced advanced technologies and equipment, improving the processing efficiency and resource recovery rate. However, the industry also faces many challenges.

From the perspective of policy and regulations, Hong Kong, the mainland, and other countries and regions have differences in waste treatment policies and regulations. Different regions have different definitions of waste, classification, treatment standards, and regulatory requirements. Enterprises need to invest a lot of manpower and resources to understand and follow different regulations, which increases operational difficulty and costs. For example, the mainland has strict approval procedures and regulatory requirements for imported hazardous waste. When Hong Kong recycling enterprises transport the treated waste to the mainland for sale or reprocessing, due to regulatory differences, they may encounter obstacles.

Technical difficulties cannot be ignored. With the development of electronic technology, the composition and structure of gold-plated waste materials are becoming increasingly complex. New types of gold-plated waste materials such as multi-layer circuit boards and nano materials are constantly emerging. Traditional recycling and treatment technologies are difficult to meet the requirements. In complex multi-layer circuit boards, the gold plating layer is closely combined with other metal layers, and the separation is difficult. The existing technologies have low recovery rates, high energy consumption, and are prone to secondary pollution. Developing efficient and environmentally friendly treatment technologies is urgent.

Economic costs are also a constraint. The purchase and operation maintenance costs of recycling equipment are high. An advanced gold-plated waste recycling equipment can cost millions or even tens of millions of yuan, and the annual operation and maintenance costs are not small. At the same time, the price of precious metals fluctuates greatly, affecting the profits of recycling enterprises. When the gold price drops, the revenue from extracting gold from the waste decreases, and even leads to losses, causing some enterprises to have financial difficulties.

In addition, the market competition is fierce. Some illegal recycling enterprises, in order to reduce costs, adopt rough treatment methods, such as randomly dumping waste liquid or incinerating waste materials. This not only causes waste and pollution but also seriously disrupts the market order of regular recycling enterprises.
