Hong Kong Automobile Materials Environmental Recycling and Disposal Plan

Background and Objectives

With the increase in the number of cars, Hong Kong is facing environmental pressure from the disposal of abandoned vehicles and car parts. To achieve sustainable development, a systematic environmental recycling system for automotive materials needs to be established, aiming to enhance resource utilization, reduce the amount of waste buried, and minimize the negative impact of the disposal process on the environment.

Processing procedure

1. Vehicle Pre-treatment

· Remove the battery, tires, and liquid materials (fuel, lubricating oil, coolant, etc.)

· Safely collect and classify store various liquids, and entrust licensed institutions for professional processing

· Recycle components containing ozone-depleting substances (such as air conditioning refrigerants) in compliance with regulations

2. Component Disassembly and Classification

· Disassemble reusable assembly parts (engine, transmission, etc.), and use them as raw materials after passing inspection

· Separate special components such as electronic control units and airbags, and handle them according to electronic waste management regulations

· Collect different types of plastics, rubber, glass, and metal materials separately

3. Vehicle Body Crushing and Sorting

· Use dedicated crushing equipment to crush the vehicle body

· Apply magnetic separation, eddy current, and air separation technologies to separate iron metals, non-ferrous metals, and non-metallic materials

· Conduct component analysis on the residual materials (ASR) to maximize the recovery of reusable materials

4. Material Recycling Processing

· Send metal materials to smelting plants as secondary raw materials

· Plastic components are cleaned, crushed, and used at a reduced grade

· Tires are processed through normal temperature crushing or cryogenic crushing technology to generate rubber particles for building materials

Special Material Handling

· Lead-acid batteries: Collect and recycle lead, plastic, and electrolyte completely

· Oil filter: Perform pressing treatment to separate the metal shell from the filter paper, and recover residual oil

· Safety airbags: Detonate or disassemble under controlled conditions, separate the detonation device from the metal components

Environmental and Safety Management

· The processing site should take measures to prevent leakage and set up an independent wastewater collection and treatment system

· Dust collection devices should be equipped in the crushing and sorting process to ensure compliance with standards

· Classify and store hazardous waste and entrust it to licensed disposal companies

Regulation and Responsibility

· Establish a linkage mechanism between vehicle cancellation and recycling certificates

· Require processing enterprises to publicly disclose the recycling rate and final disposal destination

· Regularly review the technical capabilities and environmental compliance of processing facilities
