The first stage: Application and Approval

This is the legal and administrative basis for initiating the entire process.

1. Shipper/Agent submits an application:

· The owner of the goods or their designated customs agency, freight forwarding company, or other agency submits a written "Goods Destruction Application Report" to the competent customs.

· The application materials usually include:

· Destruction application form (describing the reasons for destruction and the information of the goods).

· Original import/export customs declaration forms and related documents.

· Official documents such as the "Penalty Decision Letter" or "Inspection and Quarantine Handling Notice" issued by the customs.

· Business license and environmental protection qualification certificate of the proposed destruction unit.

2. Customs review and approval:

· The customs reviews the application materials and verifies whether the goods situation and the reasons stated in the application are true.

· After approval, the customs will issue a unified "Customs Unified Destruction Notice" or a similar approval document. This is the "passport" for subsequent operations.

The second stage: Supervision of Loading and Transportation

This stage ensures that the goods are safe during their transportation from the supervision site to the destruction factory.

1. Unloading under customs supervision:

· Under the on-site supervision of customs officers, the goods are taken out from the customs supervision warehouse (such as bonded warehouse, confiscated warehouse).

· Both parties will verify the name, quantity, weight, and marking of the goods to ensure they are consistent with the declared documents.

2. Sealing and Loading:

· After the goods are loaded into a dedicated closed transportation vehicle, they are usually sealed by the customs to ensure that they cannot be opened or swapped during transportation.

· In some cases, customs may send personnel to escort the vehicle, especially for high-value or high-risk goods.

3. Safe transportation to the destruction unit:

The third stage: Destruction and Processing

· Method： Using large-scale crushers， shears， crushers， etc. to completely destroy the goods， making them lose their original function and usability.

· Incineration：

· Applicable objects： food， medicine， cosmetics， biological products， organic pollutants， etc.

· Method: First, disassemble them, recover valuable metals, plastics, etc. from them, and then hand over the components containing harmful substances (such as circuit boards, lead-acid batteries) to units with hazardous waste disposal qualifications for specialized and harmless processing.

3. Supervision and Record Keeping throughout the Process:

· The entire destruction process must be carried out under the full supervision of customs or third-party regulatory personnel.

· The destruction unit must take photos and record videos of key stages (such as feeding, crushing, incineration, etc.) as evidence of the destruction.

Fourth Stage: Reporting and Record Keeping

1. Issue a destruction report:

· After the destruction work is completed, the destruction unit must issue a formal "Destruction Report" or "Disposal Certificate" to the consignor/agent and customs.

2. Customs Clearance:
