As a special regulatory area, the recycling of metal waste (including used metal components, leftover materials from mechanical processing, metal parts from electronic devices, and scrapped metal tools, etc.) in bonded zones must strictly follow customs supervision requirements, environmental protection regulations, and resource recycling principles, while also considering compliance, safety, and resource utilization. The following is a standardized handling system and core norms:

I. Preparation before Recycling and Regulatory Record-Filing (Compliant with Special Regulatory Requirements of Bonded Zones)

1. Waste Inventory and Classification Registration: Conduct a comprehensive inventory of the metal waste generated within the bonded zone, classify it by material (iron, copper, aluminum, stainless steel, precious metal alloys, etc.), form (blocky, fragmented, powder, cable-like), and contamination level (clean waste, waste with oil stains/oxidation, waste with hazardous impurities). Record the source (such as production scraps, equipment dismantling pieces), quantity, specifications, and date of generation, establish an electronic ledger to ensure consistency between records and actual items.

2. Regulatory Record-Filing and Approval Process: Submit a recycling application for metal waste to the customs of the bonded zone, along with a list of the ledger, classification description, and disposal plan. Obtain a "Bonded Zone Goods Disposal Record Form"; if cross-zone transportation or export disposal is involved, additional application for "Customs Special Regulatory Area Goods Transportation Permit" is required, clearly stating the transportation route, destination, and disposal enterprise qualifications. Unauthorized transfer of waste is not allowed without prior record-filing.

3. Special Management for Hazardous Waste: If the metal waste contains oil sludge, heavy metal impurities (such as lead/mercury), or residual waste chemicals, mark it separately according to the "List of Hazardous Wastes", separately report to customs and environmental protection departments, store it in dedicated explosion-proof and leak-proof containers, set up hazardous waste labels, and avoid mixing with ordinary metal waste.

Store the waste by category, set clear material and regulatory labels (such as "Bonded Zone Pending Disposal Copper Waste" "Hazardous Metal Waste"). The storage period shall not exceed 6 months. Special circumstances require an application to the customs for extension. It is strictly prohibited to store or dispose of the waste beyond the period.

3. Handover and Verification Process: When the recycling enterprise and the bonded zone enterprise conduct handover, both parties jointly verify the quantity and classification of the waste, sign the "Bonded Zone Metal Waste Handover Confirmation Form", attach on-site photos and weighing records, and submit it for record-filing to the customs as the basis for subsequent verification.

III. Professional Processing Procedures (Balancing Environmental Protection and Resource Recycling)

1. Pre-treatment Operations:

◦ Cleaning Treatment: For metal waste with oil stains or rust, use environmentally friendly cleaning agents (such as neutral degreasing agents) for cleaning, remove impurities, rinse with clean water, and dry to avoid oil contamination in subsequent processing steps;

◦ Crushing and Sorting: Use professional equipment to crush large pieces of waste into uniform particles. Utilize magnetic separation, gravity separation, and vortex separation technologies to separate different types of metal waste (such as iron and non-iron metals separation, copper and aluminum separation), improving the purity of the recovery;

◦ Removal of Hazardous Impurities: For waste containing hazardous impurities (such as lead alloys, chromium-coated waste), use physical stripping or chemical treatment methods to remove hazardous components, converting them into ordinary metal waste before recycling.

2. Resource Recovery and Harmless Disposal:

◦ Reusable metal waste: After sorting and purification, metal waste (such as pure copper, aluminum scraps, stainless steel edge materials) can be recycled in compliant enterprises within the bonded area, or after approval by the customs, transported to qualified recycling enterprises outside the area for smelting and processing to produce recycled metal raw materials;

◦ Waste containing precious metals: Such as gold-plated, silver-plated hardware components, precious metal alloy waste, needs to be handed over to enterprises with precious metal recovery qualifications, using environmentally friendly extraction techniques (such as chemical stripping, electrolytic recovery) to extract precious metals. The recovery process needs to be fully recorded and a report on the recovery rate of precious metals needs to be submitted to the customs;

◦ Non-recyclable waste: For waste residues of hardware that have no recycling value (such as severely rusted, contaminated waste that cannot be cleaned), after approval by the customs, they can be handed over to institutions with hazardous waste treatment qualifications for harmless disposal (such as solidification treatment, compliant incineration), ensuring compliance with environmental protection emission standards.

Four. Core Requirements for Full Process Compliance

• The recycling and processing enterprises must have the "Recovery and Recycling Registration Certificate for Renewable Resources" and the "Environmental Permit", and for hazardous waste, they need to obtain the "Hazardous Waste Operating Permit", and complete the enterprise qualification registration with the customs in the bonded area;

• Strictly implement the customs verification system, submit the "Bonded Area Hardware Waste Disposal Verification Report" to the customs after processing, attach processing vouchers, recycling utilization records, and proof of harmless disposal, etc., to ensure the regulatory closed loop;

• The process needs to be equipped with environmental protection facilities (such as dust purification equipment, wastewater treatment devices, exhaust gas absorption systems), to avoid the dust, exhaust gas, and wastewater generated during crushing and smelting from polluting the environment, in accordance with the requirements of the "Air Pollution Prevention and Control Law" and the "Water Pollution Prevention and Control Law";

• Prohibit the unauthorized resale, diversion or illegal export of bonded area hardware waste, and prohibit the entry of unprocessed waste containing hazardous impurities into the market. Violators will face customs penalties and legal liability.

Five. Resource Circulation and Regulatory Connection

• If the recycled metal raw materials in the bonded area are used for recycling within the area, they can enjoy relevant tax preferential policies, and need to submit the "Resource Recycling Plan" to the customs and complete the relevant filing procedures;

• For recycled metal raw materials transported outside the area, they need to complete the customs declaration procedures, submit waste disposal certificates, recycling processing reports, etc., to ensure a complete regulatory chain;

• Establish a cross-departmental collaborative mechanism, cooperate with customs and environmental protection departments for regular inspections and supervision, update the recycling ledger and disposal records in a timely manner to ensure the transparency and traceability of the entire recycling processing process.
