The server, as the core device for data storage and processing, requires comprehensive recycling and disposal in accordance with the three core principles of Hong Kong's environmental protection regulations, data security compliance, and resource recycling. At the same time, due to the complex structure of the server, the presence of sensitive data and various harmful substances, standardized and refined processing procedures must be implemented. The following is the complete operation system:
I. Recycling and Compliance Verification (Compliant with Hong Kong's "Waste Disposal Ordinance")
1. Full-process traceability registration: After the server is recycled and arrives in Hong Kong, it must immediately verify the equipment model, serial number, quantity, appearance integrity, and functional status. Key information such as the source of recycling (such as enterprise elimination, project update, cross-border return and exchange), arrival date, and transportation method should be recorded in accordance with the requirements of the Hong Kong Environmental Protection Department, and an electronic ledger should be established to clearly define the entire chain of recycling, disposal, and destination for each server. The ledger should be retained for at least 3 years for future reference.
2. Hazardous components and functional inspection: Special inspections should be conducted to check if the server contains built-in lithium batteries (UPS backup power supply), lead-containing circuit boards, mercury-contaminated display modules, etc. Specially marked equipment that requires special disposal should be identified; at the same time, the quantity and status of server hard drives, solid-state drives (SSD), and other storage media should be confirmed to avoid missing sensitive data carriers.
3. Storage management standard: The recycled server should be stored in a dedicated, dust-proof, ventilated, and explosion-proof warehouse approved by the Hong Kong Environmental Protection Department. It should be kept away from fire sources and corrosive substances, and clearly marked with "Pending Data Destruction" and "Hazardous Electronic Waste". Servers with lithium batteries should be stored separately and the storage period should not exceed 12 months, in accordance with the requirements of the Hong Kong "Waste Disposal (Waste Transfer Station) Regulations".
II. Data Security Destruction (Compliant with Hong Kong's "Personal Data (Privacy) Ordinance")
The sensitive content stored in the recycled server, such as enterprise business data and user information, requires an irreversible data destruction process:
• For mechanical hard drives (HDD): Physical crushing (crushed particles ≤ 5 millimeters) or magnetic erasure technology (magnetic field strength ≥ 15,000 Gauss) should be used to completely destroy the magnetic structure of the disk, ensuring that the data cannot be recovered;
• For solid-state drives (SSD): At least three times of overwrite writing should be performed using professional data destruction software, or the storage chips should be disassembled and physically crushed to avoid residual data on the flash memory chips;
• For auxiliary storage components such as cache and RAID cards, corresponding destruction operations should be carried out throughout the process, and video records should be taken to form a "Data Destruction Compliance Report". The report should be signed by the client (if involving third-party data), and comply with the regulatory requirements of the Hong Kong Privacy Commissioner's Office.
III. Professional Disassembly and Material Separation (Adapted to Hong Kong's Processing Site Standards)
1. Disassembly site and equipment requirements: The disassembly should be carried out in a sealed workshop registered by the Hong Kong Environmental Protection Department, equipped with dust purification equipment, exhaust treatment devices, and leak prevention facilities. Operators should wear anti-static gloves, goggles, and dust masks and undergo professional training before working to avoid the leakage of harmful substances during the disassembly process.
2. Standardized disassembly process: Disassembly should follow the sequence of "external components → storage media → core components → hazardous waste":
◦ First, remove the server's casing, fans, and power module, separate the metal casing (steel, aluminum alloy) from plastic components (ABS, PC materials);
◦ Remove all hard drives, SSDs, memory modules, and separately send them to the data destruction area to avoid mixing with other components;
◦ Disassemble the motherboard, CPU, graphics card, power circuit board, etc., separate the chips containing precious metals (gold, silver, palladium) and circuit board substrates;
◦ Extract UPS backup batteries, mercury-containing components, etc., and place them in a dedicated explosion-proof container.
3. Material classification standards: The disassembled materials should be classified according to the Hong Kong recycling industry standards:
◦ Metal category: steel shell, aluminum alloy bracket, copper heat sink, copper core of cables, precious metals in circuit boards;
◦ Plastic category: shells, fan blades and other plastic components;
◦ Electronic component category: recyclable CPUs, memory, graphics cards, etc.;
◦ Hazardous waste category: lithium batteries, lead-containing circuit boards, mercury-containing display modules;
◦ Non-recyclable category: severely damaged residues with no recycling value.
IV. Harmless Disposal and Resource Reuse (Compliant with Hong Kong Environmental Policies)
1. Compliance disposal of hazardous waste: Hazardous waste containing lithium batteries, lead-containing circuit boards, etc. need to be handled by institutions holding the Hong Kong Environmental Protection Department's "Hazardous Waste Disposal License":
◦ Lithium batteries undergo professional discharge and disassembly, and the lithium, cobalt, nickel, etc. are recovered as precious metals. After harmless treatment, pollution to soil and water sources is avoided, in line with the Hong Kong "Waste Battery Ordinance";
◦ Lead-containing and mercury-containing circuit boards and electronic components are treated through high-temperature smelting and chemical precipitation processes to remove harmful substances, and then resources are recycled after meeting the standards.
2. Resource recovery processing path:
◦ Metal materials after cleaning, sorting, and smelting purification can be supplied as recycled raw materials to local electronic manufacturing in Hong Kong or transferred for compliance export, in line with the Hong Kong "Circular Recycling Industry Development Blueprint";
◦ Recyclable electronic components (such as functional CPUs, memory) after inspection and refurbishment can be used in industrial control, second-hand equipment assembly, etc. (must comply with Hong Kong electronic equipment compliance standards);
◦ Plastic materials after crushing, modification, and granulation processing can be used to produce non-food contact plastic products, improving resource utilization.
3. Non-recyclable waste disposal: Waste residues with no recycling value need to be handed over to the Hong Kong Environmental Protection Department's designated waste transfer station, undergo solidification treatment, and then sent to compliant landfills or incineration plants for disposal, ensuring compliance with the Hong Kong "Air Pollution Control Ordinance" and "Water Pollution Control Ordinance" emission standards.
V. Core Compliance Requirements in Hong Kong
• Recycling processing enterprises need to hold the Hong Kong Environmental Protection Department's "Waste Disposal License" and "Hazardous Waste Collection and Transportation License", and complete the electronic waste recycling filing with the Industrial and Trade Department;
• Server return to Hong Kong transportation needs to use vehicles compliant with the Hong Kong "Road Traffic Safety Ordinance", and hazardous components transportation needs to be equipped with professional escorts and marked with hazardous waste transportation signs;
• Strictly implement the "Hong Kong Electronic Waste Producer Responsibility Scheme", report recycling processing data to the Environmental Protection Department as required, and submit annual disposal reports;
• It is prohibited to illegally transfer or dump server waste that has not been harmless treated. Violators will face fines and legal liability from the Hong Kong Environmental Protection Department.
