Overseas E-commerce Inventory Return for Hong Kong Environmental Recycling Customs Declaration Document Compilation Guide

1. Basic qualification documents of the enterprise (must be submitted for the first time of application) 

Copy of the business license of domestic cross-border e-commerce enterprises, with the official seal of the enterprise. 

2. Authorization Letter for Domestic Agents in Cross-border E-commerce, clearly authorizing the handling of the entire process including inventory return, customs declaration, and environmental protection recycling. 

3. Proxy Customs Declaration Authorization Letter: This document is provided by the consignor when entrusting the customs declaration agency. Both parties should affix their official seals and fill in all the necessary customs declaration information. 

4. Customs electronic account/Bonded ledger filing documents, used to verify bonded inventory filing data.

II. Original Import and Export Basic Documents of the Goods 

1. Electronic or paper copy of the original cross-border e-commerce import customs declaration form/first-line declaration list, linked to the original bonded warehouse entry record; if the original document is lost, you can apply to the customs for retrieval of the electronic archived data. 

2. The original import commercial contract, commercial invoice, and packing list must be consistent with the names, specifications, and quantities of the inventory items. 

3. For this return shipment, please provide the new version of the invoice and packing list, listing the details, weight, and packaging specifications of the returned goods. The foreign language documents must be accompanied by a Chinese translation and stamped with the company's official seal. 

III. Core documents related to reasons for return and disposal proof 

1. Return Agreement between Both Parties (Chinese and English) 

This agreement was signed by the cargo rights enterprise and the Hong Kong environmental recycling organization. It states that the purpose of the return shipment is for environmental recycling disposal. It is agreed that after the goods leave the country, they will not return to the domestic market. The responsibilities related to transportation and disposal are clearly defined. 

2. Explanation of Inventory Disposal (Company Seal) 

A written explanation of the reasons for the inability to sell the inventory domestically, including items that are slow-moving, expired, with damaged outer packaging, subject to brand recall, or with non-compliant quality inspection results, etc. 

• Unsold Inventory: Accompanied by the enterprise's self-declaration of unsold inventory; 

• Platform return inventory: Provide screenshots of returns and non-receipts from the back-end of the cross-border e-commerce platform, and affix the company's official seal. 

• Non-conforming quality inventory: Supporting evidence can be provided in the form of the enterprise's self-inspection records or third-party testing reports. 

3. Supporting documents for the goods 

Actual photos and short videos of the inventory, clearly showing the appearance of the goods, packaging damage, expired labels, and defective items, making it convenient for customs to check the condition of the goods. 

IV. Hong Kong Environmental Protection Recycling Compliance Certificates (Key Documents for Customs Review) 

Copy of the valid qualification certificate of the environmental protection disposal agency in Hong Kong 

It includes the waste collection and disposal licenses issued by the Hong Kong Environmental Protection Department, which prove that the institution has the qualification for compliant recycling and destruction. 

2. Environmental Recycling and Disposal Contract 

The enterprise signed a contract with a licensed recycling agency in Hong Kong, specifying the classification and dismantling plan, as well as the harmless recycling and disposal plan for the goods after they are transported to Hong Kong. The contract also clearly stipulated the retention of full-process images and the issuance of verification certificates. 

3. Relevant documents for pre-shipment declaration of waste in Hong Kong (for reference) 

The list of goods' components and the transportation and disposal plans submitted by the recycling agency to the Hong Kong Environmental Protection Department can be accessed by the customs as needed. 

V. Supplementary Documents for Special Category Products 

1. Cosmetics, perfumes, hair dye, and high-pressure spray products containing chemical and flammable ingredients: Submit product ingredient descriptions and a list of hazardous chemical classifications. 

2. Inventory of 3C electronic products, batteries, and circuit boards: Provide battery safety instructions and a plan for the classification and disposal of electronic waste 

3. Large-scale mixed-category inventory: Includes a detailed classification list, distinguishing between general goods, chemical pipe products, and electronic waste, facilitating the customs' standardized declaration of HS codes. 

VI. After the recycling and destruction are completed, the account ledger shall be reconciled and supplementary documents shall be provided (submitted after the exit procedures are completed) 

After the goods arrive in Hong Kong and undergo environmental recycling and disposal, the enterprise must submit the following documents to the customs in the bonded area within 15 working days to complete the verification and cancellation of the bonded account: 

The goods receiving list issued by the recycling agency in Hong Kong 

2. Complete documentation of loading, unloading, disassembly, and recycling processes (video/photo archival media) 

3. Dual-language (Chinese and English) official destruction and recycling certificate, with the qualification seal of the Hong Kong environmental protection agency affixed. 

4. Environmental Protection Agency's registration and disposal ledger, as well as records of residual waste disposal 

VII. General Notes on Document Submission 

All paper copies and explanatory documents must be stamped with the company's official seal. Foreign language documents must be accompanied by a proper Chinese translation. 

2. The remarks section of the customs declaration form should indicate 4561, the original import customs declaration number, and the reason for return shipment as environmental protection and recycling disposal. 

3. The document data must be logically consistent. The product name, quantity, batch number, and shelf life should be the same throughout. Any discrepancy in the bill of lading will result in the customs rejecting the declaration and the goods being detained in the bonded warehouse. 

4. Before submitting the application for return shipment, make sure to prepare all the necessary documents in advance. Failure to provide core documents such as Hong Kong environmental protection qualifications and disposal contracts will result in the customs not accepting the declaration for return shipment out of the country.
